Optimised file oto.ini

Many thanks to @maruLoopさん! He made an optimised file (oto.ini) for Stella's voicebank especially to use with japanese ust. For those who are interested, maybe can make it work better than I do :) Here is the download -> (link)

I'll put it as an extra file for download as well in the voicebank section :) If any of you are encountering problems with her, you can try that file and I'm sure it will work better :D
